Consultation on the university’s executive compensation program

In 2014, the Ontario government passed the Broader Public Sector Executive Compensation Act (BPSECA) to manage executive compensation in the Broader Public Sector (BPS), which includes organizations such as municipalities, hospitals, universities and colleges. The legislation sets out principles that all designated employers must follow.

Governments pass regulations to implement legislation. The province introduced Ontario Regulation 304/16 in support of the BPSECA, effective September 6, 2016. Regulation 304/16 requires all BPS employers to have a compensation framework in place for designated executives. For the university sector, this means each institution must submit its executive compensation framework to the Ministry of Advanced Education and Skills Development (MAESD) for the ministry’s review, and post the compensation framework for a 30-day public consultation period.

The University of Ontario Institute of Technology’s executive compensation program outlines the compensation arrangements for designated executives of the university, including the President and Vice-Chancellor. The university has now received direction from the MAESD, and the university’s Board of Governors has approved releasing the program for public consultation.
